Direct answer. For a walking injury inquiry in Alba, separate the actual occurrence location from a historical project description or venue address. MoDOT’s April 2021 notice described planned work at Main and High Streets. Jasper County’s 2025 polling list separately identifies Alba City Hall on High Street. Neither source proves work completion, current conditions, attendance or which organization holds a particular injury document.
A street name and a building name can appear in the same injury account while referring to different parts of a trip. Alba has a published historical project reference at Main and High Streets, while a dated county polling list supplies a separate Alba City Hall address. These can help interpret an existing message or photograph without establishing where an injury happened. Keep each source’s year and purpose visible. A prospective construction notice and a polling venue list answer different questions, and neither is a substitute for the person’s actual walking sequence.
Locate the occurrence before attaching a project notice
Write down the location as the person originally described it, including any building, intersection or movement that the account actually identifies. Preserve original images and messages rather than selecting an exact point because a project announcement names nearby streets. If the location remains uncertain, say which detail is uncertain.
MoDOT’s notice names Main Street as Jasper County Route O and High Street as Jasper County Route D in Alba. Those published names can help frame a location question. They do not show that a person crossed a particular street, used an entrance or encountered a feature discussed in the announcement.
Keep the April 2021 notice prospective and local
The notice was published April 14, 2021 and described planned sidewalk and drainage improvements in Webb City and Alba. It said work would move to Alba after the Webb City work, with reconstruction planned at Main and High Streets. Its schedule and project descriptions concern that historical program.
Do not copy Webb City’s separate segment description into an Alba account. Likewise, an announced target or sequence does not establish that work was completed, when a particular feature changed or what condition existed during a later visit. Use the notice to identify a possible historical project question, while leaving completion and the occurrence’s actual setting to appropriately dated evidence.
Read the 2025 venue list for its limited purpose
Jasper County’s polling list is headed 2025. Its Alba, Neck City and Purcell precinct row names Alba City Hall at 111 High Street, Alba. This is a dated election-venue reference. It does not establish the building’s current office services, the venue for another year or that a particular person attended an event there.
If a receipt, invitation or message identifies the hall, preserve that actual issuer and date. Do not infer a visit from the county list alone. A building address and a reported street location may help distinguish stages of a trip without proving that the occurrence was inside, outside or on a particular property.
Keep arrival, event activity and return travel distinct
A useful account can distinguish where the person arrived, what activity followed and the movement during which the injury was reported. Include only stages supported by recollection or existing material. A companion who saw the arrival may not have witnessed the later walking movement.
Retain the original event communication if there was one, but do not invent a rental arrangement, organizer or building-record process from a polling list. For a street-related account, keep the person’s actual direction and stopping point separate from the historical project description. These distinctions help identify a precise document question without deciding who controlled an area.
Ask about a defined historical project document
MoDOT’s published public records guidance identifies a public-records request route. Before using it, confirm the current instructions and explain the supported Alba location, approximate occurrence or project period and the existing document being sought. Keep a project-document inquiry separate from a question about an event or a person’s treatment.
The historical notice does not establish which project papers remain available or whether they address a particular feature. A request route also does not make MoDOT the holder of private venue correspondence. Retain any response or referral with the question it answers instead of treating it as a finding about responsibility or the physical condition involved.
Prepare a dated comparison rather than a completed story
Place the person’s account, original location evidence, the 2021 project reference and any relevant 2025 venue reference in separate dated groups. Explain why each item is included. If an item merely suggests a question, label it that way rather than presenting it as evidence of attendance, work completion or a hazard.
Keep treatment documents under their actual issuer and encounter dates. An independent attorney can review the occurrence and its supporting materials without your first deciding a maintenance duty or interpreting the effect of an announced improvement. A clear distinction between known events, historical context and unresolved location questions makes that review more useful.
